Background & Rationale
Baan Dek Foundation (hereinafter BDF), through its Child Protection program, is currently implementing a research project " Understanding Online Child Sexual Exploitation and Abuse among migrant children living in the Thai Construction Sector," to examine the situation, risk patterns, and impacts of OCSEA on migrant children living in construction site camps in Thailand—a highly vulnerable population.
The research project is currently at the data collection stage, wherein the project team is conducting field surveys in targeted camps. Data collection is expected to be completed by mid-September, after which, the team will conduct preliminary data analysis to inform next steps. To ensure that the preliminary findings are effectively utilized in BDF’s programmatic intervention, including through the development of an organizational capacity-building training curriculum to better address and respond to online risks for migrant children living in construction site camps, BDF would like to launch a Terms of Reference (TOR) to collaborate with a specialized OCSEA expert consultant to provide strategic advisory support in the next project phase.
Your Mission
Objective
- Data Advisory & Review: To provide academic initial feedback and expert insights on early primary findings gathered from children and families in construction worker camps, supporting a contextualized review of OCSEA-related data in Thailand, through the continuity of the work done through the Leaked research.
- Knowledge Sharing & Expert Guidance: To facilitate one workshop with the project team, providing expert guidance on evolving OCSEA risks, child protection, parenting, and prevention in the Thai context. The workshop will help the team reflect on how early findings can inform integrated, realistic, and context-sensitive responses within BDF programs and targeted communities.
- FGD & GSD Advisory: To offer technical guidance and recommendations on designing Focus Group Discussion (FGD) frameworks, question sets, Gender-Sensitive Design (GSD) integration, and psychological safeguarding measures.

- Scope: Participate in a review discussion to analyze, provide expert feedback on preliminary survey findings supporting a contextualized review of OCSEA-related data in Thailand, through the continuity of the work done through the Leaked research.
- Expected Results:
- Expert Feedback & Advisory Notes on preliminary findings.
- Expert validation ensuring alignment with global OCSEA research standards.
- Knowledge Sharing & Expert Guidance
- Scope: Lead and facilitate at least a half-day workshop, in October, with the core team, to provide expert guidance on evolving OCSEA risks, child protection, parenting, and prevention in the Thai context. The workshop will help the team reflect on how early findings can inform integrated, realistic responses within BDF’s current work.
- Expected Results:
- Brainstorming & Specialized Insights on core research questions.
- Interdisciplinary Conceptual Guidance bridging OCSEA, Child Protection, Parenting, Prevention, and Case Management
- FGD & GSD Advisory
- Scope: Following the workshop, formulate strategic recommendations and technical advice on FGD framework design, GSD integration, and child safeguarding measures tailored to construction camp contexts.

- Technical Recommendations to inform qualitative research tools (FGD)
- Safeguarding & Ethics Advisory to ensure safe, trauma-informed FGD sessions
Qualifications
- Leading international scholar/expert in Child Protection and OCSEA with a proven global track record.
- High-level specialized expertise at the intersection of OCSEA, Child Protection, Parenting, Prevention, and Case Management.
- In-depth and up-to-date knowledge on the evolving research needs and intervention in the field of OCSEA.
Timeframe
The proposed consultancy period is for 3 days in the second/third week of October 2026. The exact dates will be confirmed once the preliminary data analysis is completed and availability of the selected candidate. Please find below the expected deliverables.
